Well, is it maybe possible that when clicked on a layer to get the
hyperlinks from the layers and put them on a page from which users can
click to the htmlpage?
Might there be a sample (php) code for this? (since the dev. Manual
isn't ready yet)

Willem,
This is a known issue in the 0.9.1 release. Not only do tool-tips behave
this way, but feature selection does as well. That is if you attempt to
select a feature and more than one layer has select ability turned on,
the feature on the bottom-most layer will end up being selected. At this
point I don't have a work-around to offer, but these problems are
resolved in the upcoming release.

I have yet another question.
I have two layers on top of each other. Both of them have hyperlinks.
When I ctrl-Click the top layer, the hyperlink from the bottom layer is
executed. How can I execute the top layer hyperlink.
for an example check: http://mapserver.gisnet.nl/sites/viewer/index.php
On the left side of the map there is a green area, on the left side of
that area is a black area (dotted hatch) both these layers have
hyperlinks. Turn of layer "bestemmingen" and ctrl-click the black area
for hyperlink of that layer.
