Hello Karim,

I favorite your sketch B.
* menu with navigation from top with drop down
* lot of space underneath the navigation

Sounds very good to me like this.

You can handle the way how the admin gui look by css. We did something 
similar for the login-page (see http://www.mapbender.org/GUI_Category)
