unable to login or add new user

I've installed mapbender 2.2.3 on an Windows XP machine toghether with
POstgresql 8.1 (Postgis) and Xampp (PHP 5.1.1).
Everything seems to be configured the right way, but I dont get it work.

In the mapbender_setup.php everything is ok. 


Mapbender Setup
Administration Database	Connect to Database	PostGIS support	md5
PostgreSQL	on	on: VERSION 1.0 USE_GEOS=1 USE_PROJ=1 USE_STATS=1	md5 support



When I'm calling the index.php the first time, mapbender displays the
welcome screen, but I can't log in nor can I create a new user.
To create the Postgresql-database i've used the SQL-scripts provided with
mapbender. All tables exits and I have an user 'root' with the PW 'root'
(md5-encrypted) in the table mb_user.
The owner of the database is 'postgres' PW 'mypassword'.
  
When I try to login as 'root' or 'postgres' I end up with the login-form. 

When I try to add a new user I get the following error-messages:
