Another comment on mdf_changes_v4.xsd:

It looks like all labels in a CompositeRule have to be defined in terms 
of the new symbol definitions. There does not appear to be a way to 
define one based just on a simple text label (as per the existing layer 
definition). Is that intentional and if so what is the rationale?
