[mapguide-internals] Sandbox request for RFC71

Hi All,

I forsee disruptive and destabilising changes if I implement RFC71 directly
against the trunk. So with that in mind, I would like to request a sandbox
where I can make incremental changes without major disruption.

P.S. I have a working first cut implementation for the PHP viewer. Looking
