[mapguide-internals] Participation in FOSS4G WMS Shoot-out

I certainly have no objections to participating if there's someone who
has time to run with it, but I unfortunately do not (though I would
hope to be able to free up time to help).  Zac, if you have time I'd
be happy to start a vote to give you official sanction (whatever that
means).
