[mapguide-internals] Participation in FOSS4G WMS Shoot-out

I think we're going to have to pass this year if a PSC member can't
dedicate the time. This kind of effort is going to require a fair
amount of coordination and feedback, and I have a feeling that much of
the high-performance configuration knowledge for MG is in this thread.
