[mapguide-internals] RE: When do we need tooltips in MapGuide?

we have disabled them for some client sites, we found that
in some prehistoric browsers (IE, even IE8) the tooltips
were slow enough to create problems with the measure tool.

I'd be happy for the default to be change to be only during select mode,
as long as it's still configurable and a wiki page is created documenting
how to re-enable this.
