[mapguide-internals] WMS: OgcWmsService.config.awd is not reparsed until httpd restart

Configuration is statically initialized in the MgHttpHandler.dll that the
apache module calls into.

Not intimately familiar with Apache, but does it have something similar to
application pools in IIS where you can recycle a pool of applications
without having to restart the actual web server?
