[mapguide-internals] PATCH: Ticket#2032 - Selected Map Features remain visible after layer is turned off

It was made possible to select feature on non visible layers for the same
reason.
Imagine a very large area/or very dense area of an electric grid.
You trace through multiple outages across the system...You now want the
traced outages to be visible, but since it is scattered the layer won't be
visible at that scale....You would still need a means to select the features
and display them as a selection somehow...You would make the only solution
to have all electric layers on at all scales...even worse if they forgot
they turned the layer off earlier while zoomed in.

In order to select and display the features that are effected as a visual,
you would have to make those layers always on, always visible at all scales,
which would likely be an unreadable map....Same goes for dense road networks
and driving directions etc...
