[mapguide-internals] PATCH: Ticket#2032 - Selected Map Features remain visible after layer is turned off

Come to think of it, isn't that same Call in the FCGI that lets you tell
Mapguide to allow you to make selections on Hidden layers, can it be a flag
implemented their that says to allow/or dissalow rendering on Hidden by
scale/off layers?

This isn't just Networks either, finding all parcels of 40 Acres with
building value < $30,000 across a county would force all parcels county wide
to be on at all scales, Buffers often need to select things that may be off
etc..
