Yes. You can create a Search command as part of a Web Layout. The search
command can use =, like or other logical operators. When the end user
runs a search they are presented a list of matching features. Selecting
one causes the map to zoom to the feature and that feature becomes
selected.

 

Alternate search tools can also be written using the API. See the sample
code for one such example.
