Typically with PostGIS, a bounds query is prepended to the actual geometry query; it weeds out the disjoint areas of the rtree before doing the full geometry compare.  If the provider is only doing the envelope part, then yes, there's a slight problem :)

Wait, from this it looks like it takes the BBOX (envelope) of the filter and sends that to PostGIS...? That may explain things.
