[mapguide-users] Change measure dialog

That change should do it, but the server caches the file a bit, so a 
restart should make the changes appear.
You should create a copy of the "en" folder and localize that instead.
Then you can set the default locale in the server, or on each new 
connection.

This approach eases upgradse later on.
