[mapguide-users] Raster problems with MGOS 2.1

I found that just excluding the Raster provider was not enough to prevent
crashing under heavy load (it did help, but with more than 10 users it
generally failed after about half an hour), but that disabling the
connection pool entirely extended this to a reasonable level.
