how slow is the legend, there are some plans to migrate the approach
used in php to generate the legend back into the server.

how does it compare to the AJAX viewer? you can configure how many
legend images are produced,

how many layers have heaps of themes, ie icons per layer?

you might want to try grabbing the trunk fusion templates
if you are having issues

have you tried using mapguide base layer groups?
