Yes, I was just tweeting about this yesterday.  The FDO 3.7 Flips the
coordinates for any GEOMETRY data in SQL Server in Lat Long (EPSG:4326).  

This affects all products using FDO 3.7:

MapGuide Open Source 2.4
Autodesk IMS 2013
AutoCAD Map 3D 2013
Autodesk Infrastructure Modeler 2013
etc
