I think it's simply logistics. If we wanted a gdal19.dll with support for
everything possible, the checkout for FDO would be several gigabytes of 3rd
party libraries.

Though for things like PostgreSQL a copy of the required libs is already in
FDO's thirdparty tree, so really FDO's thirdparty gdal should be tweaked to
use the other fdo thirdparty libs already in there that are used for
building the dedicated FDO providers.
