[mapguide-users] Failed to load the resource file "Resources/mapguide_en.res" for locale "en".

Good day everyone.

i am starting a project in php (mainly a report) but with the new version of
MGE this appears:

Failed to load the resource file "Resources/mapguide_en.res" for locale
"en". 

attached you can see a screenshot for the error, and the path to the .ini

this application is hosted on a 32 bit, windows server 2008, over IIS 7.

i found a similar thread before, using.net and i tought this could solve my
problem as well, so i tried to move the folders and after moving the
mapagent folder to another location, the error persists.

i checked that the webconfig.ini points to the location of the resource
file.
