[mapguide-users] MaestroAPI 5 and LocalNative Connection

The SiteVersion property was previously #ifdef'd to return hard-coded version
numbers because at the time I only compiled the LocalNative provider for
specific versions of MapGuide.

Now that I want to have the users build this themselves, this solution
obviously doesn't work and has been replaced with a lazy-loaded version of
whatever is returned by MgServerAdmin
