Hi sboobylx,
I think you need the PostgreSQL development header files and libraries.
Run
$ yum provides */libpq
to find what package provide them for you.
On our system, we have
installed postgresql93-devel-9.3.5-1PGDG.rhel6.x86_64 for it.
