Guess that wasn't the last update. This is probably the last update.

The PostgreSQL blocker has been cleared. But one more has cropped up around
the new Tomcat 9 bits.

Upon clearing this blocker, we will put out binaries/installers for 64-bit
Windows and Ubuntu 16.04.

As this blocker concerns the installer and changing/testing anything
involving the installer has a really slow iteration loop, release ETA is now
late this week or early next week.
