[MapProxy] troubleshooting R6034 error - mod wsgi in windows

Hello,

I have a windows machine running apache (ms4w), and I would like to install Mapproxy 1.4 and connect to it using via mod_wsgi.  When I am running "mapproxy-util serve-develop mapproxy.yaml" everything works.  Unfortunately I cannot seem to connect using mod_wsgi.   When I try to connect using QGIS I receive and error R6034 httpd.exe app made an attempt to load the C runtime library incorrectly.  After that error, qgis downloads the wms capabilities but reports an unexpected character in line 1 column 50.

What should I do to troubleshoot this error?  I am using Mapproxy 1.4, and I tried both Python 2.6 and Python 2.7
