[MapProxy] WMS default version

Hello Dirk,

Newer does not always mean better. But that is probably not the reason for
this case.

In WMS specification 1.1.1., the VERSION parameter is optional.
In WMS specification 1.3.0., the VERSION parameter is mandatory.

So, if you do not specify a version, the service should fall back to 1.1.1.
