SDE raster support

We talked about this with Steve and Howard on IRC a few minutes ago (you
were gone, sorry), and we agreed that it would be best to wait until
after 4.4, and to look at adapting the patch to work through GDAL unless
there are benefits to sticking with a native implementation.

Another question that came up was long term support if we add this to
MapServer: are you ready to support this in the long run Pirmin?
