I see your point and would not want the process to prevent people from 
contributing, I can't even believe that I'm the one pushing for more 
processes... but OTOH we've often seen half a dozen files being changed 
and committed with a very cryptic CVS change comment and no clear 
explanation of what the change was for, that's what I am the most 
concerned about and where the requirement for bugs could help.

If you applied the fixes in the 4.6 branch as well then please include a 
note in HISTORY.TXT since even the smallest fix matters in a point 
release. If it's only in the main dev't trunk then it's probably not 
necessary to list every minor change there.
