New 4.8 release plan proposal

We got only 3 votes on the 4.8 release plan proposal. That's three +1 
votes so technically we can proceed, but I want to make sure TSC members 
are on board with this because the feature freeze and beta cycles impact 
on everyone.

Unless something changes, the feature freeze is this Monday Oct 31st and 
beta1 will be released later in the week.
