server-side SLD support

Hi Assefa,
from a user point of view, this does not have my preference.
Still I would need to code a lot of (SLD)CLASSes into the Mapserver MAP file
(although they only need to have a NAME but still) in order to use an SLD
for the styling.
I would want to have the ability to use an SLD out of the box, by just
referencing the SLD file.
