Revised RFC 1 - Need Comments

One of the reasons I changed this in our PSC document was because it was
not clear to me in the MapServer process if you needed an RFC to
nominate or remove members or if just a motion with subsequent
discussion was required. I just looked again and it's still unclear to
me. How does that work?
I think our PSC guidelines still has a similar issue and I am just
trying to sort it all out.
