Bob,

I believe the mapserver rfc-1 (and the modified version) are very vague
on what needs to be an RFC and what can just be a motion.  Generally speaking
my opinion has been it should be an RFC if it needs a detailed writeup to
describe it and a motion if it can be described in a few lines.   Ultimately,
I think it is up to the PSC chair to make decision on points of order such
as this, but some clarification would be helpful.
