Python laying an egg in mapserver-5.0.0-beta2

James,

I had put the setuptools building in there as a convenience because  
of the 'develop' install target which makes it really easy to do in- 
place build and run.  There has not been a discussion of whether or  
not to include it by default, and I will gladly take it out unless  
people want to keep it.

Next beta will have it removed unless there is discussion otherwise.
