Still having problems w/ definition of symbol 0

Nice catch Thomas! I think Thomas is right, there is at least one stray 
END in your symbol 17. If fixing that doesn't solve your problem then 
please file a ticket with a testcase to reproduce the issue (symbolset, 
mapfile. etc).
