Are you on a 64 bits system? If yes then there is a fix for this in the 
dev version, see http://trac.osgeo.org/mapserver/ticket/1928

I was not planning to backport this to 4.10 to avoid causing any 
unexpected side-effect, but if really necessary the fix could be backported.
