[mapserver-dev] 5.4 release proposal...

Hi all: I've put a tentative 5.4 release plan in place on the trac instance (thanks for moving the plans Howard!). Please take a peak and let me know what you think. The bug list for 5.4 is daunting. Since this is a relatively minor release in the big scheme of things it seems appropriate to defer a number of tickets to 6.0 which should follow soon after (I hope). Soon being June-ish?

I've added a 6.0 milestone to push tickets to if necessary.
