[mapserver-dev] Tile Mode Enhancements

It doesn't relate. I reviewed Assefa's patch first to make sure I
wasn't reinventing any wheels. This alteration doesn't do any caching,
and supports the mode=tile only, for GMaps and Bing. It's a pretty
small patch.
