[mapserver-dev] Packaging MapCache issue

[Eichner, Andreas - SID-NLKM]

[   16s] /bin/sh: apxs: command not found

This tool is missing. At least under Debian it's called apxs2. Explicitly
specifying it via --with-apxs= might help.
