I agree with Thomas, those two issues are not related each other.
I will do more test tomorrow for the namespace part with MapServer and next week with ArcGIS if possible.

I'm going to have to disagree a bit with Steve here: please open two
distinct pull requests as those seem to be very unrelated issues, so
we can decide to incorporate one or the other independently.
