[mapserver-dev] Request to change default value of label->partials in next release

For context, see https://github.com/mapserver/mapserver/issues/5198.
If we set label->partials to false by default, then it would not be
possible to set it back to true through SLD.

Motion: For MapServer 7.2, set LABEL->PARTIALS to false by default
instead of true, with a note added about this in the migration guide.
