I've a proposed implementation for this idea in
https://github.com/mapserver/mapserver/pull/5296

Works well in my few tests in WMS & WCS (are there other code paths where that 
should be added ?)

I've added by default image/jpeg-png and image/jpeg-png8 (which currently 
breaks GetCapabilities expected response). Could also be let to user choice to 
enable them.

This is generic enough so that custom formats can be defined by the user to 
potentially use different levels of JPEG compression, use GDAL drivers, etc..
