[mapserver-dev] Status of tinyows.org

Hi devs,

This is in regards to a doc issue as reported by a user: 
https://github.com/mapserver/docs/issues/165

tinyows.org is referenced throughout the MapServer documentation, but 
the url no longer works.  It is used in the TinyOWS config files as a 
namespace, and also the main TinyOWS page points to the developer docs 
at http://www.tinyows.org/trac/wiki/DeveloperDocumentation (broken 
obviously)

I've removed that developer link, but it would be great to have feedback 
from the TinyOWS team on how to handle the remaining references to 
tinyows.org (or where the developer docs live now)  Feel free to comment 
directly in the ticket, or here, however is easiest for you.
