That is a good overview.  One thing to point out is that the whole test 
CI infrastructure is being updated as part of the 4th item, 'remove 
PHP-native MapScript', as that is/was long overdue and very important 
for the 8.0 release.  I'm personally working (with others) on items 
1,3,4 but I was also thinking of adding tests for item 2 as well, if 
others cannot.

(I had updated the labels of those 4 pull requests recently, as release 
manager, as I think those 4 pull requests are the last items before the 
8.0 beta release)
