Not sure if this a blocker. The related PR is indeed not passing. But 
without it, if the issue is just warnings and not actual errors / 
non-functional builds, we can perhaps live with that. I'll try to see if 
I can try to advance this PR. It seems the remaining issue is with 
mapscript python tests.

Probably a blocker indeed. Isn't the issue more on updating CI than the 
actual removal of the PHP-native bindings ? Perhaps a compromise if 
updating the CI to PHPNG is too hard would be to drop testing support of 
PHP in CI, at least temporary even if that's not ideal.
