[MapServer-dev] Missing license for the documentation repository

Hi Even,
Thanks for your quick feedback. As mentioned by Jukka, the 4.0 series
was released to handle copyleft trolls, and makes many improvements,
which I believe are worth while for the hassle of upgrading to 4.0.
Therefore as you mentioned, I will begin a motion in a separate thread,
to the PSC. Thanks for the quick feedback on this.
