[MapServer-dev] Motion: adopt RFC-142: Geodesic Scalebar Measurement

Dear PSC,

I declare this motion passed with +1 from the PSC members: JeffM, TomK,

MS-RFC-142 <https://mapserver.org/development/rfc/ms-rfc-142.html> has been
updated with the voting result and the suggested target version.

I'll go ahead with incorporating the changes and update the documentation
accordingly.
