[Mapserver-inspire] View Service Validator

Hi Guillaume -
this is a very good project!

I have some problems with the encoding, error is 

Exception Type: UnicodeDecodeError
Exception Value: 'ascii' codec can't decode byte 0xc3 in position 9: ordinal not in range(128) 


The server response, containing german umlauts in iso-8859-1 is:
