if you simply want to edit the dbase values, what's stopping you from 
using PHP or Perl, both of which can easily read and write dbase files.

As long as are not wanting to delete a shape, editing dbase files is 
trivial. Use Mapserver to select a shape, view its dbase data, edit 'em, 
write 'em back out again.

keep in mind that MapObjects is not free. In fact, it is rather 
expensive.
