Kieran,

It is in the PostGIS distribution: $PGHOME/contrib/postgis-0.7.3/loader. 
It is not compiled in by default: you have to do a "make" in that 
directory and copy "shp2pgsql" to some place in your path.

I don't think there is a Windows binary available. There is Cygwin of 
course, but that has to be compiled from source. Perhaps someone on this 
list has a recent compiled version of shp2pgsql for Cygwin available?

I would advise you to look at Frank Warmerdam's ogr2ogr. It can convert 
between most vector GIS formats, including PostGIS. Windows binaries are 
available (with many other things) at:
