Hmmm... How bout something like this:

  - RGB rasters totally ignore classes
  - however, for legends we look at a way to automatically generate a sample *chip*
    with the name coming from the class definition

I guess I'm saying. Still define a CLASS, but just for legend purposes and not for
process purposes. Generating the sample to put in the key would require new code.
Another idea would be for the user to submit a *chip* via a new parameter called
something like SAMPLE. The sample would simply be an image used in place of a dynamically
generated key image. We could even define an internal symbol for rasters as a default.

  I think this can be solved with a note in the documentation.  I had
discovered the issue while experimenting with HTML Legends with layers that
referenced 24-bit raster data.

    The rule is: "Adding a CLASS section to a raster LAYER will cause the
raster to be classified."

Seems obvious to me now!

I doubt if anyone will want to classify a 24-bit raster using MapServer (as
Frank pointed out, the processing time could be significant).
