Actually Tomcat can be run stand-alone outside of Apache. If this is how
you are using it Stefan, CGI is still available. See this HOW-TO:

I'm using mapserver with apache tomcat webserver, but there does not exist a
cgi-bin directory ... i don't know where to put the mapserv.exe file!
perhaps there are also tomcat-users out there.
