[Mapserver-users] preprocessing 24bit Rasterdata

You could try imagemagick (www.imagemagick.org), an image processing lib/suite 
that comes with several very powerfull command line (batch processing) tools. 
I don't remember the command to create a palette image from a rgb, but I know 
I once did it with imagemagick and it worked well.
